Because it stops large groups of fans who have been to one game from getting to where another game is being played in time to cause trouble. It means the local police only have to worry about the two groups of fans in the stadium and immediately outside.

For security reasons. They have to mind about the fans at one time. Fans cannot watch two games in a day as such it does not matter what time the games start.
