try using a different browser to download from the toshiba site. Don't know why you couldn't download them I've never had problems.
Alternatively search on google for the drivers you need, you can generally get drivers from the manufacturers of the individual devices in the laptop

Be careful updating the bios.
Unforseen problems can occur.
Only update the bios if you are having serious problems with your computer.
