Angelfish are warm water fish. You'll want the tank temperature set to 76-80F

It's also quite likely that they are uncomfortable in the tank and are simply trying to hide by the heater.

Make sure the tank has plenty of cover for them. Things like caves, plants etc.

Also make sure that no one else in the tank is picking on them.

What other fish do you have in the tank with them and what size tank is it?

Keep an eye on them, watch their behavior. Do they seem to be picking at the heater or any other smooth surface in the tank? As if they were trying to clean it off. I don't want to give you false hope but they might be preparing for a place to lay eggs. Although a heater would be a very unlikely place. Angels like to lay there eggs on a smooth vertical surface. Or a AmazonSword plant. If they are getting ready to lay eggs the female will have a somewhat tubular shape showing on the bottom of her belly. The male's will be more pointed. But for now I would listen to what everyone has suggested about checking the water temp. and make sure the water circulation is distributing the heat evenly throughout the tank. Good Luck!

Aquarium Temperature
Angelfish have a tolerance to a wide range of aquarium temperatures, but immune system response is best at higher temperatures. Therefore, if your fish husbandry is less than ideal, you will have more problems at lower temperatures. 80° F is a good start for a hatchery situation. Mid to upper seventies is fine for show tanks.

As a cold blooded animal, angelfish will live longer at lower temps. Higher temperatures will promote faster growth, more frequent breeding, better immune system response and shorter life spans.

A good reliable aquarium heater is important for valuable angelfish.

I bot 6 for a 40 gal tank. Only fish in there. 3 died in 6 days. :( The temp is 74°. De-chlor'd. Lost of plastic plants to hide in. I was enjoying them so much! Very sad. Any suggestions would be appreciated. Put them in another tank with other fish right now. (they are small size) so hope the last 3 survive. That tank more established. I'm clueless. Should i have aquarium salt in there? I don't yet.

They've found a water temperature they like. Angel fish are naturally tropical fish and need warm water.

I have 4 betta fish and they do the same thing. Each is more than a year old and they are fine.
