Well, you could remove the smudge with a Q-tip, but honestly, there are a lot of ways to prevent the eyeliner from smudging. You need to use a good waterproof eyeliner like MAC or Dior. Also before applying the eyeliner, apply a light shade of eye shadow underneath the liner. Also, look into your skin care products, they could be too oily for you and that is why they let your liner run.

As a professional Makeup Artist I would have to say the the best product and porceedure is as follows:
MAC Smudge proof liner like Engraved or whatever your choice is. Take a small stiff brush and apply invisible set powder, also by MAC. The liner wont smudge unles you have very watering eyes. The other option is using MAC paint under the eye, applying with a eyeliner brush and it will last the longest.

use and ask for a soft eyeliner pencil . when getting smudges simply use a cotton bud to wipe away the parts you don't wish to have

For the eyelids - it's better to use liquid eyeliner cause it just stays were you apply it after letting it dry, you dont need to reapply cause it stays the same the whole day. Try maybelline ultra liner - waterproof.

keep a cotton bud or a q-tip near 4 smudges...liquid eyelner is more harder than pencil...if you go 4 pencil...choose a soft pencil..that you dont have 2 press hard 2 get the line..it makes life easier..good luck

i use a pencil,, and often just pick up the cheaper ones,,,,,, i would suggest just keep trying a few, till you find one that smudges less, also, put it on lightly , then i use qtips to fix smudges if they do happen, though this usually only happens when im applying it ,,,, find a tiny jar of eye makeup remover, or else put some in a little sealed jar , along with a few qtips,,,, or moisten the tips of one end of a qtip with it,,,,,,,, then place in plastic baggie, carry with you, along with a few more qtips in another bag,,, for touchups
