Used to be twenty sheep per head of the population ie 3 million people times 20 = 60 million sheep.

I'm a Kiwi, and there's roughly 60 million sheep, about 14 per person, the ratio used to be about 20, but the human population has grown and the sheep population has remained fairly constant.

NOT as many as you would think, its a bit of a fallacy it seems, no more then there are in England I should think!
I believe they used to have a lot more intensive sheep farming, they would export most, hence NZ lamb etc., but my relatives in New Zealand get cross when we accuse them of having lots of sheep, they say it is not so.
