Blue face paint from a party store--i.e. blue makeup. Everything else is unsafe.

Blue food color. It will stain your skin and won't wash off easily. Try it on a hidden area to make sure that's what you want.

why not try putting on body paint?
or you can try putting blue eyeshadow on yourself. ((:
