I think everyone needs a chance to change, if it warrants change, then yes. I've seen some people change, so its possible. If you love them, then you do whats possible to effect that change. How many chances is up to the individual.

If such a thing were to ever exist, as many lives and life times as it takes.
To condemn and prejudge a person for a number of times are practicalities of time, company policy, judicial legislature, man-made constructs, to determine.
Not for fear of repercussions, morality, but events influencing each other over time that evolves or creates a perception of absolute sovereignty allowing for change or no change.
These are nothing more than opinions of ourselves supported by mass consent, be it the one person which is the self, or group support. The impression of such an action embellishes and imposes on another being.
The need for a sense of control or rather the loss of control over events beyond one's comprehension, requires one to placate vanity of moral ideals through self verification.
It is cheating oneself of an outcome that is really not within one's control in the first place to begin with. Control being the preoccupation of all creatures to exert their presence by denying another, clinically observable here at YAnswers.
Who is to say one's values are greater over another and to admonish another based on the support of a majority and often popular misplaced opinion ?
Incidentally, most responses here would gladden the heart of the Nazi party, similar administration systems and sadly, needed as an attribute in offices as part of performance systems that are mismanaged in deciding employee effectiveness, salary and so on.
A further unfortunate event is that the average habitual working adult brings these values home and it becomes carte blanche, to the point of being an authoritative stance, on all and every issue.
Disputes with which issues were never really in existence in the first place manifests itself through an artificial environment devoid of context:
When issues of not wasting not wanting are raised, Food, substitute if you like, a requirement for sustenance, can suddenly become more important than the person who requires it.

It depends. Weather the person is stubborn and not willing to change, give him 2 chances. But if you really see that a person is willing to Chance, give him/her the time that he/she needs. Unless you see that it's impossible and even though they are capeble, they are not changing.

Don't betray yourself believing you can change a person permanently. You may intimidate, threaten, or make someobdy feel guilty enough to achieve a behaviour modification, but that's only temporary. Sooner or later they will revert to much of their old self. Never expect a permanent change, rather learn to deal with a person's negative traits or learn how to be manipulative enough to 'trick' that person into reacting the way you want him/her to.

Change his/her clothes or change his/her personality & attitude?
For outer wear, only once chance!
I don`t have all day to waste for someone to change their goddamn outfit one hundred times!
As far as personality & attitude are concerned, how can you ever change that?!?
I would give the person countless chances because it`s virtually impossible to achieve without undergoing brain surgery or a personality transplant!
Good luck to you for trying to change someone!
If you`re only referring to a baby`s diaper, as many times as it takes without stinking the whole house out!!!
