Make sure that to register a name people see in large bold print one rule after another and have to click below to get to the next page. Then include extra pages stating fines that must be paid with the violation of the no spam rules and have them sign in there as a part of an agreement to this rule before proceeding. This would make them completely legally liable for any infractions.
