learn photoshop and illustrator. they are just the tools but u'll need to be creative too and also need to know about colour theory and composition.

Paint Shop Pro is also very good, and you also can download good quality free graphics programs like The Gimp and Project Dogwaffle.
It certainly helps if you have some artistic talent and training.
