This has happened two times in the history of the US. California and Texas were independent countries that petitioned to become part of the United States of America. Congress agreed and passed a law making them member states.
I would expect the following from any nation that wanted to join the US.
1) Have 2/3ds or more of its people desire this.
2) Have a functioning economy
3) Have their government make a formal request.
Then it would be up to how good a job they do on selling us the idea.

i doubt this will happen any time soon. the only possible ways i can think of is one. declare war. conquer. and the US declares it as its own. or two. the whole country votes that it be part of the US but this would need to undergo a lot of things. it must pass the plebiscite in that country and in the US it must pass congress. the executive branch and most importantly the people.

I do not see this happening again and if it does, it will not be for a long time. I suppose they would have to overwhelmingley want to join. Let's say Cuba wants to become a state when Castro dies. I suppose if the whole country wanted it, it might happen. I do not think there is any one way.

It must have a lot of oil. And meet what ever requirements are needed for Team America to want to take your country too become part of theirs.

well puerto rico became apart of the usa when they went into dept , they could never pay back
