i say your friend is bored, and they are gonna make an example out of him..
They are terrified of anyone who has problems with any otherstudents, and is not afraid to voice there dislike.
Its not at anyone specific, but it is a direct statement from him...

its a terroristic threat..
that could be take wrong by anyone he has even remotely had words with.
They are looking for ways to makethemselves feel secure about not having another columbine, even though they know there is nothing they can do to stop it...
it makes them feel good to make examples...
he should be prepaired for expulsion/suspension along with anyone that doesnt like him saying that it was directed at them and tehy want to press charges.

wow.. it's a strange place that you live in where something like this from a child has to be taken seriously. I guess it's warranted in that there have been threats that have turned into pretty awful situations. When you don't live in the USA, this seems so silly but I guess it's justified when there has been a history of real violence in similar situations. To me, it seems a bit over the top but I don't live in a place where children have to pass through metal detectors either so I don't really know.

I don't think so. The school system is now so corrupt that they take care of the people that do harm to others. They do nothing to protect the "normal" people.
The school in my opinion is full of stupid people.

With all the trouble that they are having in schools I can see how they could read this note. Tell your friend to explain and maybe they wont be hard on me. tell him to be careful what he writes.
