To Implement the same website in different languages, you have
to use certain features of the language.
For example try the following link:

This php web site works in spanish as well as english language.
Just view the Localization and Internationalization concepts of the
language you want to use..
The website that works in more than one languages is called "multi-lingual" website..
Luckily, i am also working on one such website..
