It means "at this point in time, the oil hasn't been discovered", but that concept is taken care of by the words "is likely to be found". The sentence is awkward, just delete "In terms of yet to find oil".

Read it as "Yet to find" oil. That means, the oil is not found so far, but there's a potential of finding it.
