The head of the penis (Glans penis) is there the moment you were born. Perhaps the reason why you asked this is that you are not circumcised and the head is still coved by skin we call the prepuce. Just retract the skin back and it will come out!! Besides, if you havent done it yet, then it might be filled up with that stinky whitish substance we call smegma. Retract the skin once in a while when you take a bath to clean it up. If the skin is so redundant and you have difficulty retracting, then circumcision is in order. Have it done and you will have your head!

Produce the head of the penis to who? You should have produced your penis head by the time you were born although some males do not produce the head fully or a penis at all and maybe converted into females.
