If one wants to have his/her name/DOB changed in court, and how long is that to get the whole process completed and how much is the expenses, of course with his/her SSN unchanged?

The process of changing the name and date of birth might take about six months depending upon diligence of the party. The expenses are the docket fees, publication of the change in a news paper of general circulation and notices.

<>A petition for name change should not take too long, depending on your jurisdiction and how busy they are. I'm not sure you can change your date in any court (except for maybe the French Foreign Legion! :)

for you to go as far as to change your name/DOB, you've must of done something very bad or protected under the federal protection program, or if someone is stalking you you can have it changed other then those your out of luck.

You can legally change your name, but you can't change your date of birth.
