The My Network Places icon is a shortcut to a folder containing shorcuts to other network devices or computers.
Any icon in that folder is a shortcut to another device or computer on your network.
It is NOT required, you can delete this icon if you wish.
Deleting icons within the My Network Places folder: The icon will reappear when you log back onto your network if the device or other computer is still connected to the network.
If you do not delete an icon within the My Network Places folder, and you click on it when that device is NOT connected to your network, the device will not be found, and the computer will tell you so.
So, the icon is just a shortcut, like some others you may have on your desktop.

it's for you to get connected to a group of computers.
usually this will function if you are in a company or small community of computer-users where you will need to share files with each other. at the same time, before you are able to use this icon, you will need to do some settings first.
if you are just using your own computer at home, then this icon is not usable.
