frontpage is for making website while publisher is for desktop publishing like calling card, flyers, etc.. These softwares are not required to be installed to your pc..you can choose to install them or not

microsoft front page is mainly used to design ur web pages by simply reducing the amount of code that u need 2 write.instead it provides an IDE(Integrated development environment) where u can just drag n drop the things u need in ur web site.

Microsoft Frontpage is only used to create web pages. It usurally has to be purchased seperatley to the office suite.
