make her call upon some outing and make her feel comfortable and say whatever you need to, as dont waste time on auxillary topics. Hold her hand very politely n make her agree to a promise so as not to reveal this to anyone. Go on fearlessly whatever you want to say, as

If this Aunty is your uncle's second wife after a remarriage so your cousin isn't a blood relative or if this cousin is your aunt and uncle's adopted daughter it is perfectly legal. In many states and countries this isn't illegal anyways. In any of these 3 situations what is to stop you?

First of all you want to love her, you are not already in love with her, so there is no problem right now, wait till you love her then we can think of a solution.
Second if she is blood-related cousin it makes me sick to think of that, if not then you can ask your aunty if she would permit you to Love her?
In that way you will tell her that you Love her.

Hi Dear!
Its good that ur in love but if u realy love u and u have full fath his love then u go and say her "I LOVE YOU"u don't think thta she is ur aunt doughter u just think that she is my love and i can't leave without her and this is most urgent that never stop our feeling's in our heart if we have felling about any one than just go and tell him/her.
And aslo rember brother girl's are not saying first so u go and tell her if she like u and love u she tell u " yes" and if she don't like u then she tell u "No" but u fell that u r brave so u tell ur felling and u have no any felings that i do something wrong so go and tell if u tell her so u know about her felling.

Look somewhere else, she is your cousin. Do you know that intermarriages between close relatives can cause abnormalities in their children? This is because of the interaction of the genes of the persons. So think twice, There are still many girls out there.

she happens to be your sister.i can understand your feelings but why do you want to take the risk of spoiling your family relationships.what if she considers you only as your brother??it will just worsen the situation.my only suggestion is that try to hide your feelings and look at her as an elder brother-someone who is caring and protective.i wish you to find someone else who loves you back.rest is up to you.so good luck and god bless!
