Not always. Automotive air conditioners used to use R-12 and now use R-134. Sometimes you will see these in home air conditioners, but there are a lot of other refrigerants these may use, such as R-22 or Puron.

Depends on the year, and perhaps location. R-12 in the US (cars) and R-22 (home) has been largely replaced with R134-a (new stuff) - used in both.
