It is actually a true fact. When you are excited by being with someone your blod flows straonger and makes your tongue swell slightly. This will cause a slight heighten in sensitivity on your tongue.

The tongue and the heart share the same nervous and blood system. But then so does the whole body.
The reason the tongue is so stimulated when two kiss is because the tongue has a tremendous number of nerves. For telling temperature, taste, etc. It's also really flexible for making words and moving food.
