Yes, they most certainly can. For all the idiots saying "no", they simply do not know what they are talking about and should shut the hell up. I had one for the first time when I climbed a rope in P.E. class when I was about 5 or 6.

I will honestly admit that I did when I was young. I didn't know what I was doing, or why it felt good, but I did it in private so no one ever told me what masturbation was at that age. I stopped doing it for years, and I was older when I realized exactly what it was that I had been doing. 4D sonograms have shown babies touching themselves in the womb. It's a natural part of life, and ability to orgasm isn't tied to hormone level.

Yes they most definitely can. I am female and I had one when I was about 7 or so and it was after riding on an exercise bike in the house. I got the shock of my life and it was that intense, I almost vomited. IT was shocking, but also extremely pleasurable at the sametime, but too intense for me to handle, I actually stopped halfway through it and had to stop.

Yes! It is totally possible. Little girls can for sure. The Clitoris is a fully working by then. The vagina is not fully developed though. Usually by humping a blanket or a stuffed animal this happens as a young child. They think it is normal. They don't think of it as a sexual act but as something to relax them.
