I guess it is possible for someone to have a case against him. The only thing is that how can anyone prove it was him on the internet in the first place. He could have said something like it was him. But when it comes down to it in court. Where is the actual proof that it was him. Your question is also off track alittle.
I mean to say, your first question is that he was impersonalizing
a terrorist. But then you say he was reporting them for flirting in a chat room. Wich one is it. If he was impersonalizing some terrorist maybe you can talk to a lawyer or someone related to the law regarding that subject. But as far as him reporting people for flirting, then thats his own judgment as well as opinion of whats suitable in a chat room and what is not. You cant tell someone that what he believes is wrong, and is actually ok. Thats because thats own given right to have an opinion. For that i dont see how he could be punished, especially since its his own opinion.

Pretending to be a soldier, cop or some government official would most likely be criminal. Pretending to be a terrorist? hmmm....the FBI most likely wouldnt care "if youre pretending" - they would assume that you are a terrorist and prosecute you accordingly or else all terrorists would say that they are "pretending"
