HUD is a department within the government - Department of Housing and Urban Development. "The Projects" is often a loose term for apartment complexes with a high density of government assisted rentals.

"HUD Houses" is the term used to mean houses that someone had an FHA loan, could not make the payments and the house got foreclosed. These can be in poor neighborhoods an very nice neighborhoods. Just wherever someone had an FHA loan.

While in Chicago one time, I got lost in Cabrini Green. That's "The Projects". I live in San Antonio now, and bought a HUD house that we live in. It's a pretty nice house, in a nice neighborhood.

HUD housing can either be a projects type living situation or what is called section 8, which is a supplement to make up the difference between regular rental rates & what would be charged in HUD projects. HUD is the agency that oversees HUD housing.
