i have heard that just like men penis if we rub the nipples of women they become a bit stiff is it ?

Yes, it is true. When a woman is sufficiently sexually aroused, her nipples get stiff and sometimes quite erect. This is a signal to the man that the woman is aroused. This can happen even when the nipples/breasts are not manipulated, as a woman can be aroused by other methods too. One of the classic foreplay techniques before sex is rubbing /gently sucking the breast/nipples of the woman.
Nipples can also get stiff and erect when a woman is suckling her baby and it becomes easier for the child to suck a stiffer nipple. Cold weather also has a similar effect on nipples.
