Adobe's Flash Player is perfectly safe to download. Just make sure you're downloading it from the Adobe or Macromedia site. Active X is safe if you trust the site you're getting it from, such as Microsoft wanting you to download it, but if it's just a random internet site you should be wary. Active X can have security problems.

ActiveX controls are the name Microsoft gave to its reusable software component technology when it enabled the technology for use in webpages with Microsoft Internet Explorer (its former name OLE control, or OCX, just didn't have the marketing zazz). ActiveX and the closely related Component Object Model (COM) are basically specifications that tell how one piece of software should establish its interface with other software with consistency. Because ActiveX controls are basically just another piece of software, users should be careful about which controls they let be installed on their computers; many viruses use this technology as an easy way to get unsuspecting users to install their malware on their computer. Adobe Flash Player (formerly Macromedia, formerly Shockwave, formerly Futurewave, Flash Player) is an example of a good ActiveX control—unless you consider Flash animations to be highly annoying. Besides basic things like Flash, Windows Media Player, QuickTime, and a few others, most users don't need any other ActiveX controls installed for IE. In corporate intranets, however, ActiveX controls may be a way to "enrich" the webpage's content and simulate the functionality of standard desktop applications.

Adobe Flash Player is always safe to download - just make sure you verify that you are getting it from the Adobe site itself. As for other ActiveX controls, you have to be sure they are coming from a trustworthy source. Lots of spyware comes in the form of ActiveX objects that are planted in your browser.

An active-X control is an executable just like any other program that you download. And just like any other downloaded program, active-X can be used for good or bad.

Some active-X can deliever to your computer spyware and adware.

Only let active-X be downloaded from reputable websites that you trust 110% and never allow any active-X control to be downloaded that is not "Signed".

Adobe flash player is OK... but for Active X... beware of viruses... if you are not sure don't download it. If you have a good and updated antivirus... u might take a chance.
