Why can't I print multiple copies with HP 720c since upgrading from 2000 to XP?

You should reinstall the printer driver

Go to Add Remove Programmes and uninstall the Printer Driver and after reistaring the computer reinstall the Printer Driver.

It will solve your problem

Your problem is probably due to a 2000 driver or DLL getting squashed by an XP one during the upgrade. I'd look for an upgraded driver from HP and just reinstall it.
