Score the VCT on the back side with a utility knife and snap it at the score mark. Clean up rough edges with pliars or snips.
You can glue the VCT down with vinyl glue. (Glue for use on vinyl flooring).

I have cut tile with my high speed tools that I use for wood carving. Even if you have a router you'll need a diamond bit or cutter. I can't remember what it's called but I've also cut tile with a tool used to cut sheetrock that is high speed. A die grinder would work if you have a bit. I'v never tried it but if you have a glass cutter and lots of tile to practice on you could score the tile and make a breaker out of a vise or vise grips. You'll need some kind of grouser to nibble the edge. good luck and remember that if you go to the hardware you break the rules of the game. After all anyone can do it if they have all the ingredients but what's the fun in that.

You can heat the back side of the tile with a torch, it will make it flexible and easier to cut and use a good utility knife. If you have a lot of cuts you can rent a cutter from Home Depot or Lowes and it would be a lot easier. Adhesive, there is a VCT adhesive check with Home Depot or Lowes

Sure, use a straight edge and glass cutter to score, then "fold" like breaking glass. That is exactly what a tile breaker does.

glass cutters are chancy to use, you can rent a cutter, or buy a cheap one for a small job. Different glues for different surfaces.

you could cut it with a utility knife or get a heat gun heat the area then cut with a knife for the adhesive you should use clear spread glue
