Not at all. You body will contiunue to develop for years, give it time.
A question to you...why is it that important? You are as you are...don't strive to something else. If you grow to be tall and skinny, short and fat or all the infinities in between...so what? You are you and nobody else. I know it is trendy to be "normal" but normal is relative. If it is to attract guys, what is to say that your bust size will or will not. Some men prefer thin women, some prefer bigger women, some prefer a 34A. Be patient, but more important, be tolerant of yourself.
Work on the things that matter; your happiness, your intelligence and your love for others. If you have that, you have much more than a bustline will ever give.
Sorry to be preachy...but I have grown up as a good looking guy and found that happiness is not how I look, but what I do. .

no... some people just sprout late... im 13 almost 14 and im a 34-36 B!! But look at ur mom and grandma if there flat most likely u will be too... sry!!

Women come in all sizes and shapes. Small or large breasts are just another part of your anatomy. Hopefully guys won't be choosing their dates solely on breast size.
So the answer to your question is that you are just right, no matter what size you are.

i am 14 and 32A, and the guys don't care because i'm pretty :)
so don't worry about it
the guys who only like you for your boobs definitley are not worth it.
