Cross into Nuevo Laredo from Laredo, Texas. If you stay at a hotel on the US side try the Marriott. They have good food and a free shuttle bus to the border. Nice rooms and free internet. When you cross the border you can get a taxi and go to the Zona Roja if you are into that sort of thing. No matter how drunk you get do NOT let them shock your private areas with jumper cables at the Tamiko club. Also, my personal rule - NEVER return home without eating at "Tacos Palenque" in Laredo, Texas. Best Mexican food ever!

Depends where you live, whether you intend to cross into Mexico, and what exactly you'll be doing there.
I can't think of any reason why you would want to go there on a holiday.
