Oftentimes, people do not understand that conversation is a give and take.
Alternatively, people do think before speaking, but they are thinking while the other person is talking, and therefore, cannot appropriately answer the question.
In addition, there are people that are just plain rash, and no matter the amount of schooling, or manners learned, or anything can keep them from doing the wrong thing...

Because modern society is too lazy to think, with the exception of the scientists and other smart people who DO think, and plenty.
I don't know why people do it. Maybe they're afraid they'll forget what they were about to say. It's good entertainment, though. Sometimes people blurt out some really nonsensical things because they weren't thinking.
My English teacher was talking about this before, how she asks people, "What were you thinking when you did this?" and they say, "Nothing."

Perhaps b/c some people are self righteous and have no fear that they may utter an ignorant, or rude remark. Let them trip over their own tongues. I think we have all had our foot in our mouths at one point or another though.
