will the majority of restoraunts will be open on New Years Eve and later on; 1 00 2 00 3 00 am

Not sure about a majority, but certainly some will be due to the celebrations.

Traditionally bars and restaurants stay open until at least 2 am on New Year's Night. The best way to be sure is to visit the chamber of commerce or business association pages for the area you are interested in. There are several Cities and areas known as Chelsea around the world so the only way anyone on Answers can help you is if you are more specific about which Chelsea you are asking about.
