The only thing about adultery which National Commission for women of India has recommended with which I agree is that the commission of adultery should be considered as a civil offence & not criminal. If this recommendation is taken by the govt then it hardly matter if you treat a woman as victim rather then criminal for the punishment under the penal provisions or not. I think adultery is only a civil offence & anyone involved in it should be punished by his or her spouse by giving such a person divorce only with or without monitary compensation.

In India and many other Eastern Countries and the Far East, a woman is considered a property, women have ni rights excepot those given to her by her husband.
Men and women have to be treated equally, but no one can punish any one for sex outside marriage, only solution can be reconcillation or divorce, Judges have no right in the matter, no courts can punish either a man or a woman. It is their basic right and to be solved mutually and law cannot interfere.
Man claim to have physical needs, so do women, if a man cannot satisfy his wife, then obviously she will do what men have been doing throughout history. Either go to a prositute or find another lady admirer for pleasure, so why not a woman also.
BE FAIR TREAT ALL EQUALLY.

Woman should be punished for adultary just as a male would be, after all it is a joint venture. I do not agree with the NCWI that women should be treated as victims, in case of rape they are the victims, but in case of adultry they are not victims but equal partners in crime hence they are equally responsible and should be punished.

The National commission for woen have found that,most of the women indulging in adultery, do so , not because of lust, but out of following reasons:
1. blackmailing by the outsider.
2. pressure form husband, for prostitution
3. drunkard/extremely-old/battering/far-living husband
4. sexual abuse by upper-caste people
5. dipping female-male sex-raio in India
6. lack of sexual/emotional concern from husband ( polygamist / monogamist )
7. to hide husband's infertility and bear a child
this is the reason for such proposal
societies change from country to country,
may be, this is the reason for different laws and different demands of law in each country

Such types of provisions in law are biased for a particular gender and do not contribute towards justice to human race...
You may find many women taking advantage of such laws for exploiting their family members, in-laws and co-workers... you can find substantial number of criminals in female gender... and the crimes involve all that committed by males…
Lawmakers should keep in mind that all human beings have good and bad characters... be they males or females...
