I think it does mean that you are shouting and I also think its very rude. A dude wrote to me the other day, all in caps and he'll never get an answer from me. Rude!

It is an accepted fact that all caps means shouting in a chatroom. But playing sports online, you may want to overlook the habit some have for using all caps, as many today do not know of this policy....

Yes typing in all caps does mean you are shouting. It is a way for the other person to know that you are mad or have something to say and you want to get it across to them.
