You're a resident as soon as your actually registered there. When you transfer your drivers lisence and your voters registration, you're legal. If you are referring to residency requirements to get 'in state' tuition rates at a college or university, there's a 1 year minimum.

A year I think. When you get there go get a driver's licence or I.D.card to the process started. I think utility bills help.

You just have to have proof that you lived in our State CA. for one great year.
