The Saw movies are very gory, as is that one Peter Jakcson movie, the horror-comedy one. There was also a segment on Masters of Horror featuring Meat Loaf, there was a lot of uncalled for gore. Whoever came up with the gore is scary, is mesed up. It's just grpss.

Although several horror flicks probably beat these out, the first two that actually came to mind are "Assault on Precinct 13" and even better "Starship Troopers" (nothing like seeing someone bitten in half after all).

I dont know why everyone is saying Saw the first one wasn't that gory.
I am going with Dawn of The Dead the original off the top of my head
