If this is a geometry construction problem where you are given a circle without the center point, do this.
Draw two arbitrary chords that each intersect the circle at two different points. It's best to not even try to make them diameters or anything close to that. Now construct the perpendicular bisectors of those two chords. They will intersect at the center of the circle.
This technique will work for any size circle.

On paper, draw a square around it which intercectects the circumference on all four sides and connect the opposite corners - the center is where the diagonal lines cross.
Mathmatically, C=Pi*D or 10.5"=3.1416*D
thus D=3.34" or R=1.67" and the center will be 1.67" from all points on the circle.

Start at any point and put a mark then measure 31 1/4 inches put a mark, then 62 1/2 inches put a mark, then 93 3/4 inches put a mark Now from zero mark streach a string to the 62 1/2" mark. then another line from 31 1/4" to 93 3/4" were strings intersect this is the middle.

First you use the formula C= 3.14(pi)x d. Then you plug in the values. 10.5 = pi x d. Divide pi on each side. The number then you get is approxamently 3.34. To find the center of the circle divide the diameter, 3.34" by 2, resulting in 1.67". Hope this helped.

You draw the diametre (any line which crosses the circunference from any point to the opposite one) Then, you take the compass from one of those two points of the diametre which cut the circunference and draw an arch which cuts the circunference. With the same compass (and without changing the degrees of openness of it), you make the same from the other extreme of the diametre. The two archs cut at two points. Match them with a line. That line (the bisectric) cuts the diametre in a point that is exactly the center.
