On the other hand, it makes sense as in South Park the devil was Sadam Hussein's partner.

He was an angel supporting American cause in Afghan War against Russia. He turned into devil after presence of American troops in Saudi Arabia.Being resourceful man, he was able to revenge without caring for the interest of Muslim community of the world.

I dont feel that he is the devil himself, but I think that his intentions that he has had throught his reign has been inspired by the devil.
