well, in my opinion, i do think Snape is skilled enough to lie to Voldemort AND Dumbledore. and yes it's true, that D is prone to believing the best in people, and V the worst in people...
however, i also think it's possible that Snape did all those nasty things to harry:
1) because he did have a general dislike for James Potter
2) he Fueled that dislike/hatred so that he could show Voldemort memories of doing bad things to him, in case Voldemort tried legimancy to probe and see if Snape really was on Harry's side or not
this way, we are still kept on edge whether or not Snape is ultimately "good" or "evil".... it could've been an outrageous case of "good cop/bad cop", quadruple agent, where snape Plays the role of bad cop in order to Trick everyone, including Voldemort, that he is on the Death eater's side but really still for Dumbledore...and in that case, he must make the Order believe that he is a traitor in order to fully prove to Voldemort that he is "trustworthy"... however, it can also be just as correct that snape is but a Triple agent, in which he is trying to outsmart dumbledore and the order, and in book 6 he flees w/ the deatheaters because he truly is one. we wont' know til book 7!!!!

Ah... what a thought provoking question. The answer is, of course, I don't know. Noone really knows. At the end of Half-Blood Prince, Snape fled with the remaining Death Eaters. Some people believe that he's still on the good side, others say he's a death eater. Noone really knows what side he falls on.
Now, in accordance with your question, I do not think he could lie to Voldemort without being detected. He is very skilled at Occumulency, true but Voldy does not have a very trusting nature. He's very wary of those around him. Even though Narcissa Malfoy says that the Dark Lord trusts Snape above all others.. I don't believe it to be true. Snape was gone far too long in Dumbledore's pocket.
I believe he could fool Dumbledore because unlike Voldemort, he has an extremley trusting and forgiving nature. He believed that Snape was truely sorry he passed on word of the prophecy to Voldemort. Something I don't believe in the least. Dumbledore was willing to trust him and welcomed him back with open arms. He looks for the good in all people, whether it's truely there or not.
I'm not sure this answers your question since we won't really know until Deathly Hallows is released...but I hope it gives you a bit of insight.

Obviously Snape was able to fool Dumbledore. The headmaster's trust of Snape, despite his rather questionable past, brings to pass Dumbledore's demise. Whether this is due to Snape's prowess at Occlumency is questionable. After all, even Hagrid admits that Dumbledore is prone to forgive the faults of others and give them second chances. Can Snape fool Voldemort as well? I'm not sure about that, especially as the dark Lord isn't as forgiving as Dumbledore and is, in Snape's own words, the greatest Legilmens in the world.

I definitely think he's skilled enough to fool Dumbledore. Voldemort? Uh, maybe. It seems like Voldemort is weaker than ever, even a young Harry is able to disarm him. They both seem vulnerable enough if you ask me.
And I knew Snape was evil all along. Psh, there was no way of disguising that.

Well, Snape is a, I've read, a very powerful witzard; I think snape has so dark seated issues with Dumbledore, so no I don't think he could Occumulency without being detected.

He is able to do that, that's why both Voldemort and Dumbledore were sure about Snape being in their sides. He is a great occlumency wizard because he is able to lie to one of the most important wizards of all times

In the 5th book it says that Voldemort is one the greatest at legilimens (sp) and Dumbledore is said to be really good to so he couldnt lie to them
