Ive seen that tradition also, but i have no idea what there for and im interested to find out. Its like a present type thing that they open and contains candy right? And witht he candy is a paper hat. Its like a crown just like you said i think. Ive seen them in the movie ABOUT A BOY

They are party hats. Usually found in Christmas crackers which 2 people pull apart. May also contain cheap trinkets.

Those hats are for warming the people and that's what they do.
