I don't know how the website owner aquired the image, but I was going to save it to my cpu an then post it on wikipedia.

Nope.
Actually wikipedia will delete images if you dont own the copyright of or have no permission to use on their articles (if enough people complain)

you should alwasy get permission first.

all images, stories software, painting etc are copyrighted the minute they are created. that's how copyright works. Most peopel don't mind the use of an image for wikipedia though, just ask, they'd have to be bastards to say no.

Of course some people are very anti-free speech or just plain greedy and it is their image so they don't have to say yes.

You have to take permissions from the site admin or the concerned person if only the photo is copyrighted. If it is not copyrighted you can use as you like.

Yes you can, it is called "fair use". To qualify you have to consult with the supreme court, but it is possible depending on the circumstances.

No you need to get permission ... to call it legal.
