To understand this, you have to put many popular ideas out of your mind: that war is irrational, evil, destructive. The fact is, war has been a popular and enjoyable passtime for people since history began. If you haven't noticed, the more "civilized" we become, the more destructive our wars are. The more we say we hate war, the more books about war line our bookshelves, the more war movies we watch, the more war stories we tell. Once you recognize the obvious fact that people really like war (despite what they may say) and the most successful nations have the most and worst wars, you are part way to answering the question.
If war is so popular, then it must serve some purpose. It's not hard to see why, once you get over the fact that war is a useful, intrinsic part of human culture: it offers a rapid method of resolving issues, it may offer the only method of resolving unresolvable confilicts, it serves as a method of population control, and it offers a seductive path to material gain. How do you stop war? The only way to stop wars is to find another method for accomplishing the same goals. Personally, I'm not convinced we're close to answering that need.
