Rain isn't a reason to cancel plans, unless they are big time outdoors in a place that would close or have limited access to certain attractions (roller coasters, rides, etc) in the rain like an amusement park or a fair. There is no reason to skip out on anything because of rain. Of course, you didn't say where you were going, or if you were looking for a way out of it, or how much rain there is. Obviously, demonstrate a little bit of common sense, if there are road closures and flooding because of a lot of rain, or they have issued flash flood warnings and closed places due to rain, then don't go. If it's a normal rain storm, go, have fun, enjoy it.
