Why shouldn't European countries be so? The US has been doing the dangerous stuff for them for years. If they dither, they know the US will take care of it for them. Iraq is a great example. A stable, non-aggressive government in Iraq benefits Europe directly and the US only indirectly. Middle Eastern oil goes mainly to western Europe and Japan (an increasingly, China) and French and Russian interests own much of the oil production. The US imports most of its oil from Mexico, Venezuela, and Nigeria.
However, if you look at total number of military actions in the past 20 years, France ranks #1, Great Britain #2 and the USA #3 (although the French actions were more on the line of Colonial-style interventions where the danger level was not very high in places like Chad). Britain and the US often act together. Also, due to the very real threat of Russian intervention, especially after democracy failed in Russia with the Putin dictatorship, many eastern European countries have sent significant numbers of troops as part of the "Coalition of the Willing". Spain was also part of this until the terrorists scared them with bombings and so is Italy. So really, it’s only certain European countries that have been slackers/users.
By the way, Germany is part of Europe and only occupied most of it once and only for a few years (unless you count the Holy Roman Empire and the Caroligian Empire).
