Is the money New York give AMD is a loan or giveout?

AMD got 650 Million dollars from New York State for the wafer fab it is going to build in that state? the money is loan or free gift for AMD ?

news report used the word "grant", I dont' if it is a loan or free gift.

Generally speaking, a grant is a gift of money for a specific purpose.
i.e. they could not go out and spend the money for any purpose other than what it was given for.
