Is there such a way as taking an official form for him to sign as a legal marriage document as he believes it to be so?
How can I find out about the requirements and regulations please with regard to the legalities of getting married ?

Any registry office or licenced marriage official will be able to put you on the right track.
As far as i know you don't have to both be there for the bands but you do have to both be there for the ceremony................

go to homeoffice.gov.uk to find out the rules and
fco.gov.uk on the entrance of foreigners into this country for marriage
