Bush. Lula is a left wing extremist.
Also, Brazil has wide spread poverty and has no real middle class. Only the very rich, and the very poor working for them.

Difficult question. Both Presidents have enormous challengesm though the argument could be made that many of Bush's challenges are of his own making. On this level, then I would say Lula is superior.
For a more comprehensive answer I think we need to define "better".
