Let's say that the local coffee shop has a HOT SPOT. In some cases, they let you use your laptop computer and use a wireless connection to "connect" to it for free. In other cases, you buy some coffee, and ask the waitress how you can connect with it. You see, in this case, they might give you the password, or charge you a small fee to connect to it.
But you would need a wireless adapter built-in to your laptop, or get an add-on card or USB wireless adapter for your laptop. You see, your laptop might have a PC Card slot, or you can use one that plugs into a free USB port.
With Windows XP, you will have a Wireless Connection manager, that will assist you in looking for a HOT SPOT. This is a case of looking for unsecured wireless internet connections, or getting the password to connect to a secure connection.
In many cases, you can see a HOT SPOT from the parking lot of a hotel or motel. Again, you can just sit in your car and SURF if the connection is unscrewd. In large business districts, you might find dozens of unsecure HOT SPOTS. Again, you can stop your car and SURF for free. But you won't be able to move your car too far, since you would lose the signal within a block. You see, you would have to select another HOT SPOT when you move up the street.
Now if you were to drive by any of my customers, you would see that I turned on the Wireless Security feature. You would have to contact me to get the password. You see, some hackers can access all of the computers within a wireless network, once they are in. So it is best to use the wireless security feature.

I would assume that you are talking about wifi hotspots or Wireless Internet Access Points, like at internet cafes, etc.
What it is is basically just a wireless network. An access point, pretty much the same as a wireless router that you would use at home for a wifi network, puts out a wireless network that can be accessed by the people in that area. So cities that discuss setting up wifi hotspots are talking about creating blanket coverage of the city with various hotsposts such that whereever someone is, they have wireless access. Make sense?
All you need to use one is a wireless card in your laptop, at least I am pretty sure.
