I go skiing quite often all over Canada. You just need enough lightly packed snow that it covers the ground completely, skiing on grass is not a good idea, i've tried it and it wasn't pretty. you should also make sure that the snow you're skiing on isn't too packed down because it is harder to stop on and with a little rain it will become ice, and skiing on ice is very dangerous. ski resorts can also make snow, if the runs don't have enough.
16 inches should be enough snow.

Why on earth would you go on a ski trip TO NY?
I'm not trying to be sarcastic, but I moved OUT of NY (to Utah) because the skiing is really not that good. Vermont is ok, but NY?
I just talked to my family today (they all live in NY) and said it was raining cats and dogs. That was today, Christmas.
Anyways, sorry, I spent too many years skiing in NY. Not bad, but not the greatest. So which area are you going to? If they are open, on 16 inches, I'm sure you will be ok. You just won't be doing in tree skiing.

16 is low, but doable, it sounds like you're a fairly inexperianced skier, which works out well for sking with no base, The resort will have the runs they have open groomed and you'll need to stay on them
This is by no means ideal but it is better then not sking.
