i am on a police dept that is starting up and we need to design a letterhead what program could we use or what ? any suggestions would be great

Get a graphic design place to design one for you, make sure you keep the template for future use. Brain storm for awhile

or you can have a contest on what your logo should be:

1) Most graphic places can copy a design based on a ordinary hand drawn graphic

We had to make letter heads based on our logo and we opened it to a contest. People do have great imaginations out there
