T-mobile wants 60 bucks for a new sim card and to activate it. Is that a rip off? Is it because my phone is hardlocked?

No, it's standard rate for a new card (without plan). I'm guessing you're on prepaid too. If you are, then it might be tricky to just get another SIM and have them activate it on your plan. Otherwise it should be feasible. Dunno if they'll do it.
